Feature/docker alpine

I have copied all of the changes from https://gitlab.ruhr-uni-bochum.de/FDM/rdm-system/rdms/-/merge_requests/29 (except bundle lock --update).

I have tested the build and also ran this build in production mode, with the following changes to the .env file

RAILS_ENV=production

SECRET_KEY_BASE_PRODUCTION=

RAILS_FORCE_SSL=true

# Hyrax did not like a blank value for this
HYRAX_ANALYTICS_PROVIDER=matomo
