Remove proprietary jQuery extension "Shield UI"

This morning, a user complained about the RDMS start page containing an unexpected This Trial copy of Shield UI has expired! Visit our webpage to get a new version. overlay.

"Shield UI" appears to be a proprietary commercial jQuery extension. This was seemingly introduced in commit 8dac42e2. This is supposed and specified to be a free and open source project, and we do not intend to license "Shield UI", so please remove this component.
